Introduced by Sen. Steve Hobbs, (D-Lake Stevens) (D) on February 1, 2011, to require school districts or educational service districts to purchase employee health insurance coverage through the state health care authority. The bill also requires the state health care authority to explore changing the start of the benefit year to September to accommodate the September 1, 2013, merger of school districts and educational service districts. The legislature is authorized to reduce its appropriations for school district employee health benefits.
