Introduced by Rep. Joe Fitzgibbon, (D - West Seattle) (D) on January 31, 2011, requires the Department of Transportation and counties to comply with federal recommendations regarding bicyclist in any design of highway and street construction projects. This act allows local jurisdictions to use available funding for street and road maintenance and repair for enhancing pedestrian safety as long as the pedestrian improvements are not only for recreational purposes. This act also required the Department to consult with local authorities on any maintenance and repair projects to accommodate heightened safety for pedestrians and bicyclists.
