Introduced by Sen. Margarita Prentice, (D-Renton) (D) on February 4, 2010, modifies Initiative Measure No. 960 by repealing the provision that required the state to provide a ten year fiscal impact statement on fiscal bills, to ensure consistency with state budgeting and provide means for the Legislature to raise new revenues and stabilize revenue collections in order to preserve funding for education, public safety, health care, and safety net services for elderly, disabled, and vulnerable people. The bill also repeals the two thirds requirement of the legislature to enact tax increases without a vote of the people and allows current and future legislatures to increase taxes with a simple majority vote.
