Jim Hargrove, (D-Hoquiam) (D) on January 20, 2009, to allow for ten percent of money collected from the sales and use tax for chemical dependency, mental health treatment or therapeutic courts to be used on existing programs. The other ninety percent of funds are to be used to expand existing programs or create new programs.
