Introduced by Rep. Matt Shea, (R) (R) on January 13, 2010, establishes that personal firearms, firearm accessories and ammunition that has been manufactured and kept in the state are not to be subject to federal gun laws. Insignificant parts to a gun such as springs and screws that are manufactured outside of the state of Washington are not to be counted as interstate commerce that would allow federal jurisdiction over them once they are made into a gun.
