Introduced by Rep. David Taylor, (R-Moxee) (R) on April 24, 2009, requires a seventy-two hour budget review period prior to hearings or votes on appropriation and revenue bills.Prohibits amendments offered to an appropriation-related bill or revenue-related bill from being considered in order unless they are made publicly available twenty-four hours prior to any vote. Prohibits striking amendments from being considered in order unless they are made publicly available forty-eight hours prior to any vote. Allows the time periods to be waived only with a two- thirds vote of the full committee or legislative body considering the appropriaton-related bill or revenue-related bill.

I would love to see not just the revenue bills but any bill for that matter have more than just 72 hrs for review. With all the fluff that gets added to the bills now the requirements for reading the bills should change also. All reps should know the bill inside and out before they vote on it and also have a good public forum on the issue before it comes to a vote.
