Introduced by Rep. Maralyn Chase, (D-Shoreline) (D) on January 30, 2009, seeks protection of the right for individuals to access every type of health care service and practitioner. Seeks to expand consumer access to health care services from practitioners who are not licensed, certified, or registered by the state as well as the right of those practitioners to offer services without fear of civil or criminal investigations or sanctions by state sponsored agencies, commissions or boards. Allows state interference only when there exists clear and convincing evidence that a specific health care service causes serious physical or mental harm, under the circumstances in which the health care practitioner knows, or in the exercise of reasonable care should know.
