Introduced by Rep. Dean Takko, (D-Longview) (D) on January 28, 2009, authorizes a local jurisdiction to prohibit the approval of a specific development for a single prohibition period totaling a maximum of twenty-four consecutive months from the time that the local jurisdiction determines that the proposed development will cause a compromise in services for a transportation facility, causing it to fall below standards .
