Introduced by Rep. Sharon Nelson, (D-West Seattle) (D) on January 21, 2009, to add greenhouse gases reductions to the goals of the Growth Management Act. This bill would amend the Growth Management Act to require densities and transportation planning that would encourage walking and/or use of public transit. Among other things this bill requires changes to comprehensive plans that will support reduction of greenhouse gasses through increased densities and use of transit. (See also Companion SB 5687).

This is a cut and paste from the bill. READ the part about $100 dollars. Another knife in the back of the individual and business owner.

Transportation benefit districts may implement the following revenue measures, all of which are
subject to voter approval:
border area motor vehicle fuel taxes;
local option sales and use tax. This tax may be imposed for a period not to exceed 10
years, but doing so requires voter approval;
local option annual vehicle fee of up to $100 on vehicle license renewals, a portion of
which may be imposed without voter approval in certain circumstances as noted below;
and
tolls (subject to approval by the Transportation Commission).
Transportation benefit districts may issue general obligation and revenue bonds, and also have
authority to impose the selected development and vehicles fees without voter approval.
Greenhouse Gas Emission Reduction Requirements/Benchmarks for Vehicle Miles Traveled.
For purposes of Washington state regulations of greenhouse gas emissions, “greenhouse gas and
gasses” include carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons,
and sulfur hexafluoride.

In additon this bill hurts individuals who cannot afford to buy a new car with the smaller engines. Our representatives need to get out of Olympia and see how common folks live. They depend on their pickup trucks for survival and day to day life. With out the money spent on fuel the 9 1/2 cents (tax) per gallon, these politians would be seeking ways to get money out of us.

As others have stated, this bill and others like it are driving Small Business and big business to look somewhere else to set up shop. I have heard on the airwaves, that this bill and others COULD possibly drive the cost of gasoline to skyrocket way above $5 per gallon.

Individuals with larger vehicles like pickup trucks may not be able to pay for the registration. Then we have unregistered vehicles and more than likely uninsured vehicles. The fee’s associated with 5.0 and larger engines equals some invidual pay for 1 week of work.

 

This bill is a perfect example of how government can go very very wrong. Have any of you that are sponsoring this bill owned a small business or even worked in the private sector for that matter? Small business is suffering as it is. Just take a drive down 1st Ave. and you can see all of the for lease signs in the windows. We do not want to be taken out of our vehicles either so enough with this global alarming climate change garbage and fix our roads and bridges before we lose more jobs/businesses.

 

I agree that we need to help our environment. However, I think that the best way to do that is to provide incentives to the marketplace to provide vehicles for transportation that allow us the freedom we currently have to travel wherever we want whenever we want. I am TOTALLY AGAINST the concept of limiting where, when, and how people can travel, no matter what the motives. That is social engineering, and I will always oppose it.

 

This is total control of our lives by these socialists. They cannot say how this will effect or climate. Its absolute B>S>

 

I work for a small business that provides in home service. We are already struggling and when gas prices go up it hurts even more. Many small business are in the same situation. This bill will only hurt the eonomy here in Washington state more and drive more businesses out of business or out of the state. BAD IDEA

 

HB 1490, is just another way to mandate our way of life. In inside this bill, it actually forces the reduction the amount of gas available in Washington state. This also imposes vehicle fees for the amount of miles you drive and the displacment of your vehicle. This is another nail in the coffin of small business in Washington state. If this is imposed, this means reduction of funds from gasoline taxes. Where do you think our glorious government will obtain funds to replace those funds. STATE INCOME TAX!! or increases in property taxes, increase in B&O taxes, Washington State is ANIT-Business

 

HB 1490 is more social engineering that will further degrade our standard of living and restrict private property ownership. Read it and weep.
