Summary: Introduced by Rep. Geoff Simpson, (D-Covington) (D) on January 16, 2009, to revise the excise tax on bullion and rare earth materials by applying the tax on the commissions of sales and remove the tax from the reforming process. This bill also updates definitions for bullion and rare earth materials. In addition the act provides the methodology and structure for applying the excise tax on commission.
