Introduced by Rep. Jeff Morris, (D-Mt. Vernon) (D) on January 12, 2009, allows for electricity and natural gas utilities (investor and consumer owned) to charge their customers a monthly smart energy fee to cover the costs of promoting and developing more smart energy and sustainable energy distribution. Gives instructions for how utilities will propose, approve, implement and collect the additional charge by establishing a trust through the appropriate governing boards, commission and state agencies. Also outlines how much may be charged, how the money may be used and the appropriate handling and processing of the trust.
